Short answer. An AI agency sells AI implementation and is the right choice when you already know that is what you need. TMI sells a $5,000 audit of the whole company that is allowed to conclude AI is not the answer, followed by whichever of six directions the findings point to. That breadth is the trade-off. A firm that does six things is not going to be the deepest specialist in any single one of them.

A specialist AI firm brings concentrated, current expertise in models, agents and automation, usually with a delivery method refined across many similar projects. Where the problem is genuinely an AI problem, that depth is worth paying for and is not something a generalist matches.
The structural issue is not competence, it is scope. A firm that sells one category of solution will tend to find problems in that category, which is true of every specialist in every trade.

Is the first recommendation going to be the thing they sell?
Sometimes that is simply correct. It is still worth knowing before you start rather than after.
